Gen Muhoozi Appoints New Chief of Defence Intelligence and Security

The Chief of Defence Forces, General Muhoozi Kainerugaba, has appointed Major General Richard Otto as the new Chief of Defence Intelligence and Security (CDIS) of the Uganda People’s Defence Forces (UPDF). Major General Otto takes over from Major General James Birungi, who will now assume the role of Mountain Infantry Division Commander based in Fort Portal.
As quoted by Colonel Chris Magezi, Acting Director Defence Public Information, “The changes take immediate effect. The UPDF fraternity congratulates the General officers on their new appointments and wishes them good luck in their future endeavors.”
Major General Otto’s new role as CDIS will see him overseeing defence intelligence and security operations, a critical component of the UPDF’s strategic decision-making process. Meanwhile, Major General Birungi will lead the Mountain Infantry Division, also serving as Joint Task Force Commander of UPDF troops under Operation Shujaa in the eastern Democratic Republic of Congo.
These appointments reflect General Muhoozi Kainerugaba’s commitment to ensuring the UPDF remains a well-structured and effective force, capable of addressing security challenges in the region.
