Rwanda Genocide Convict Francois Gasana Extradited from Norway

KIGALI – Rwandan authorities have confirmed the extradition and arrival of genocide convict Francois Gasana, also known as Franky Dusabe, from the Kingdom of Norway.

The National Public Prosecution Authority (NPPA) received him in Kigali on August 8, 2025, marking a significant milestone in Rwanda’s ongoing efforts to bring genocide fugitives to justice.

“We commend the Kingdom of Norway for its support in this matter. The continued cooperation in mutual legal assistance contributes meaningfully to the global effort to fight impunity and ensure justice for the victims,” said NPPA spokesperson Nkusi Faustin.Gasana’s extradition comes amid renewed calls by Rwanda for greater international action to apprehend remaining genocide fugitives, particularly as the country prepares to mark 31 years since the genocide in 2025.

Gasana was convicted in 2007 by the Nyange Gacaca Court and sentenced to 19 years in prison for his role in the 1994 Genocide against the Tutsi, in which an estimated one million people were killed in just 100 days. According to court findings, he participated in atrocities committed in Ngororero District, Western Province, where he resided during the genocide.

Born in 1972 in Bitabage Cell, Ndaro Sector of Ngororero District, Gasana was a student at Save Secondary School during the time of the killings. He fled Rwanda in the aftermath of the genocide and had been living in Norway until his extradition.

The NPPA praised Norwegian judicial authorities for their cooperation, calling the extradition a testament to global solidarity against impunity. According to NPPA records, over 1,000 genocide suspects remain at large in various countries across Africa, Europe, and North America. Rwanda has so far secured the extradition or deportation of over 30 fugitives, with the rest facing pending arrest warrants or ongoing legal processes.
