Health Ministry Flags Low Condom Use Among Adult Men

The Ministry of Health Uganda has raised concern over low condom use among adult men, warning that the trend is contributing to new HIV infections among young girls.


The concerns were highlighted as Uganda joined the global community to mark World Condom Day, with national commemorations held in Hoima City.


Dr. Robert Mutumba, Assistant Commissioner for the AIDS Control Programme at the Ministry, said that although condom uptake has improved in recent years, disparities remain between age groups.


“Condom use is lower among adult males compared to young males, and this is increasing infections among young girls,” Dr. Mutumba said.


He attributed progress in condom use to sustained government and stakeholder sensitization campaigns but emphasized that more targeted interventions are needed, particularly in rural and hard-to-reach areas.


According to the Ministry, research indicates higher condom use in urban centers compared to rural communities. Persistent misconceptions, especially in island districts, continue to undermine prevention efforts.


“There are a lot of misconceptions about condoms in island areas,” Dr. Mutumba noted, stressing the need for continued public education.


The Ministry also dismissed claims about substandard condoms on the market, affirming that Uganda imports products that meet international quality standards.


Dr. Mutumba emphasized that condoms remain a critical tool not only in preventing HIV infections but also other sexually transmitted infections and unintended pregnancies.


He added that the government is not facing budget constraints in condom procurement, citing sustained international support to maintain adequate supplies.


Health officials reiterated the importance of sustained awareness campaigns and behavioral change interventions to consolidate Uganda’s gains in HIV prevention and protect vulnerable populations, particularly young women and girls.
