Public Service Commission Launches Full Investigation into Bushenyi District Service Commission Appointment Scandal

KAMPALA UGANDA.  The Public Service Commission has issued a formal complaint to the Chief Administrative Officer of Bushenyi District Local Government, alleging serious corruption and non‑compliance with legal procedures in the appointment of the Bushenyi District Service Commission.


The Commission’s letter references an earlier complaint from the Western Ankole Civil Society Forum, which claims the District Executive Committee was unlawfully excluded from the nomination process of three members submitted to the Public Service Commission, thereby nullifying the entire appointment procedure.


The allegations also include bribery involving the LCV Chairperson and several District Council members who reportedly accepted payments after a meeting on 18th December 2025 to approve Mr. Demining e as Chairperson of the Bushenyi District Service Commission. Evidence cited is a leaked audio recording implicating responsible government offices in corrupt practices that undermine the President’s anti‑corruption directives for District Service Commissions, making the appointments both illegal and unethical.


Dr. John Geoffrey Mbabazi, Secretary of the Public Service Commission, has requested the CAO’s detailed comments on the allegations and a certified copy of the minutes of the District Executive Committee meeting held on 17th December 2025, signed by all attending members.


The investigation aims to determine the legality of the appointment process and address the corruption claims, ensuring transparency and compliance with public service regulations .
