Errant Police Officer Pleads Not Guilty to Assault, Remanded to Luzira

Assistant Superintendent of Police (ASP) Clive Nsiima Barigye has pleaded not guilty to two counts of assault and malicious damage before the Kampala Capital City Authority’s City Hall Court, which has remanded him to Luzira Prison.

Nsiima, a resident of Kyanja in Nakawa Division, appeared before Senior Principal Grade One Magistrate Nicholas Aisu. Prosecution alleges that on October 7, 2025, at Shell Petrol Station Kyanja, Nsiima assaulted Pellan Atuhumuriize, causing her bodily harm, and willfully damaged her Infinix Hot 10 mobile phone.

The officer, who serves under the Counter Terrorism Directorate in the Oil and Gas Protection Unit, was arrested after a CCTV video circulated showing him slapping a female supermarket attendant twice after allegedly refusing to pay a 30,000-shilling bill.

Through his lawyer Hamuza Kyamanywa, Nsiima told court he had reconciled with the complainant and applied for bail. The prosecution, led by State Attorney Mercy Yamangusho, opposed the application, arguing that the sureties were not credible and that the accused, being a police officer, should have upheld the law rather than violated it. She said his actions displayed impunity and had angered the public.

In response, the defense insisted that reconciliation should be promoted and that Nsiima remains innocent until proven guilty.

Magistrate Aisu remanded him to Luzira Prison until October 16, 2025, when court will rule on his bail application.
